I explained that speaking to Lancashire County Council is the best starting point for problems with blocked paths and South Ribble Borough Council is your first contact for planning encroachments.
If you are experiencing issues with potholes these can be reported directly on the Love Clean Streets app: 
http://www.lancashire.gov.uk/.../repo.../report-it-on-the-go It is very simple to use and allows you to take a photo on your phone, report an issue in seconds and easily keep up to date on the progress of your report. The app also allows you to report on a variety of other street issues including 
streetlights, 
road cleaning, 
traffic lights and a range of other concerns.
